history
The oldest known playing cards which are comparable to later European playing cards and Tarots were the Mamluk cards of Persia. They had the same suits as later Tarot and italian playing cards, only the wands were polo sticks. The shift to wands was done in playing cards before the invention of tarot proper, because the Europeans had no idea about polo. Possible incarnations of them in early playing cards and tarot cards are wooden cudgels, wooden sticks and sceptre-like things. They are often called batons which can mean any of the above in English and basically means stick in French.
Other correspondences
In the French tarot tradition, the wands are attributed to Air, not fire. The Swords were attributed to fire.
In hermetic Kabalah, the wands have been attributed to the Yod of the Tetragrammaton, the world of Archetypes Aziluth and their respective connotations and correspondences. These correspondences also go back to the french occult tradition. This possibly also alters the attributions of Aziluth and the Yod in the Tetragrammaton to Air in that context, because the sequence of the suits is defined by a centuries old gaming tradition which was well-known to them. While this would definitely make sense in a pre-Golden Dawn hermetic context, it is hard to prove without access to the original writings of that school, most of which are not availiable in print these days.
